在对Z市民营企业的调查中，这一断裂显而易见。外来常住人口中，涉及到社会稳定问题的农民工群体的信息，难以获得，构成信息系统的盲点。如何将在农民工群体中建立信息员队伍，并覆盖农民工的主要职业，这是基层政府、工会等应考虑和着手的事项。
本文从实地调研出发，考察了社会稳定问题在微观层面上的形成、演变和分类，以及社会预警指标体系设计和信息系统完善方面的难点。社会预警研究是一个难题，也许更难的是如何将社会预警研究与政策过程结合起来，以提高决策的科学性和前瞻性。建立客观的、实证的社会预警指标体系，有待学界、政府、公众的共识和合作。

Problems on Early Warning Research of the Social Stability Issue

Abstract:
The social stability issue concerned on massive emergency triggering is formed by the incomplete policy process and benefit distribution differences caused by policy in the micro level, thereby affects the domain of social stability issue. Household and the policy stability degree are the basic dimensions of problem domain government defined. The former limits the scope and extent of public goods provision which are closely related to the social stability, while the latter limits the nature and scope of both social stability and existing social stability issue. Social early warning indicator system designing should focus on the following issues, such as early warming level, indicator definition, subjective indicator, reverse indicator and indicator correlation etc. The corresponding information system also has the problems of lacking in integration and insufficient coverage.
