然而，弱势群体的公共服务需求被忽视，并不是由于在公共服务领域引入竞争和选择的结果，而是一个由来已久的问题，也是政府提供公共服务所受到的最大诟病之一。如马克·哈里索（Mark Harriso）的研究认为，只有在教育服务的供给者直接对消费者负责的市场体系中，才能够最大限度地鼓励好的教学、培养创新、满足出身穷苦的孩子的需求，进行局部改革提高公立学校面临的竞争也能达到部分效果，但是最大的益处一定是来自整个市场体系的，在其中消费者可以自由选择、供给者可以自由进入<sup>[17]</sup>。公共供给所导致的最大问题在于公立学校的控制（政治家和官僚），没有足够的激励或必要的信息去做出有效决策。其结果是，政府为消费者提供价值低于其成本的服务，而且无法提供更高价值的服务。这导致某些人群的需求，如穷人的需求被轻易地忽视。
但是近年的实践至少表明，弱势群体的公共服务需求满足状况并没有因为竞争和选择的引入而有显著的改善，这是值得深思的，也是在今后中国的改革进程中需要引起特别注意的地方。
五、结 论
公共服务市场化改革的核心是引入选择和竞争，探索公共服务市场化供给的新途径以提高公共服务的效率和透明度。为此，各国主要采取了以下实践措施：赋予消费者选择权;引入公共部门与私人部门的竞争;鼓励公共部门采用私人部门的管理精神;引入公私部门伙伴关系以及采用绩效合同制等。经过几十年的不断尝试，公共服务的市场化改革取得了举世瞩目的效果。但在改革的实践中也暴露出一些问题：虽然选择和竞争提高了效率，但仍未有效地解决弱势群体被忽视的问题;私人部门参与并不是解决公共服务领域问题的万能钥匙，必须针对国家的情况和社会环境采取适当的合作模式，公私部门各自承担起自身的责任并鼓励竞争的情况下，私人部门参与才能达到预期效果;私人机构在某些国家的某些领域中比公共机构具有较大的优势，而在另外一些国家的某些领域中，私人机构与公共机构相比优势并不明显;绩效管理改革有效地提高了公共部门的管理水平和服务提供效率，在发达国家和发展中国家中都取得了较好的效果。
在现代社会中，没有任何力量能够阻挡公共服务中给予消费者更多的选择这个原则和趋势。但也应认识到，必须对法律和制度进行认真设计，以避免产生并非令人期望的后果。公共服务提供需要的是市场竞争而非政治竞争。竞争中产生的两极分化必须通过市场进入和退出机制来解决。
