In such situation with two-side agency, the government can never ensure the fairness that every citizen can get basic medical service without certain intensive mechanism. Only with a probable intensive mechanism and public medical institutions can the government gives the provision for people's right to get basic medical service.
　　This kind of managements can also work on the bad phenomena of wrong or over medical treatments. This can help improving the quality of the medical service and also cut off the cost of medicines which is not necessary.
