1.Introduction
　　Generally speaking in China, the three big problems, of agriculture, farmers and villages, are the most important part of the national economy that they affect the basis of the society. Among them the problem of farmers are the key points. The medical service, one of the basic rights of citizens, plays an important role in our daily life. So do farmers’ and villagers’. The party and the government carried out the policy of revolution of new type of medical treatment in villages. It plays a significant role in many areas of the problem of farmers such as the basic service of health and the high cost of treatment. However when we pay attention on the other side, due to the asymmetry of the information of medical service, the supply-side always stays on the dominant position in the supplication of basic medical service in villages. It is very common for us to see the phenomena that the people who work on medical service cheat and make the medical cost stay in a high level.
　　As a result, the new type of cooperating medical treatment is limited by the ability of supplication of medical service to certain extent, which make an influence on the sustainability of new type of cooperating medical treatment. When we notice its reason, we can make a judgment that many problems existing in the area of the supplication of medical service in villages are related to our current intensive mechanism of supply-side. Obviously, it is our priority to take an investigation on it and seek probable strategy to deal with such problems well.
　　
　　2.Current Situation Of the Supplication Of Basic Medical Service Under the Backgrounds Of New Type Of Cooperating Medical Treatment In Villages In China
　　In China, when we consider this big problem from the view of the supply-side, the main institutions which are responsible for the supplications of basic medical service in villages are the three-level medical health institutions. They are health clinic in villages and hospitals in towns and counties. The efficiency of the supplication of basic medical service is low and dissatisfying. This is mainly reflected in the two following aspects.
　　2.1.The cost of basic medical service is pretty high.
　　It is always not strange that farmers can not pay for their cost of medical service due to the high charge. This phenomenon is even more serious in the process of the changing of the modes of our economic market, from the planned economy to the market economy. 　On one hand, most villagers pay completely by themselves when they seek medical service. During the period of planned economy, the cooperating medical service only gave the provision of the treatment of some minor or common diseases. It even could not last for a long time because of the lack of the risk limitation mechanism in the cooperating medical service in many places. When the revolution of the modes of economy, from planned economy to market economy began, every aspect of the society started changing greatly. The cost of medical service increases in an incredible speed to the extent that farmers or villagers can not accept. Consequently the economic problem of villagers got more serious. On the other hand, because of some problems of interests, many medicines and treatments are not necessary when villagers make use of the medical service. Some high-cost medicines and treatments don't even make any sense.
　　2.2.The quality of basic medical service is terrible.
　　The excessive medical behaviours of the medical institutions of villages will not only cause the high cost of treatments and medicines which is too difficult for villagers to pay. Moreover, it will lead to some bad result on the aspect of health. It is not strange for us to see the phenomenon of abusing medicines of hormone or antibiotic. In medical institution of villages, this phenomenon is even more common.
　　Although the main reason of the low-efficiency of new type of cooperating medical service is the lack of talented people and of course we can not ignore the important role that the advanced equipments or facilities play in this area, the root cause include three parts. They are the objective limitation of economy in villages, the trail of the management of medical institutions and the attraction of developed areas. The first one causes the low-salary level of those people who provide medical service and the lack of modern equipments. The second and the third ones lead to the lack of talented people directly. These three points lead to the result of the lack of talented people in medical institutions. Both the lack of talented people and the economy limitation lead to the monopoly in the new type of medical service in villages.
　　
　　3.Analysis On the Reason Of the Monopoly In the Supplication Of Medical Service Of New Type Of Cooperating Mode In Villages
　　We can imagine easily that the medical service requires professions. Most patients are lack of knowledge about medicine. So in many cases, the health care workers handle the initiative in the process of supplying medical service. This is the direct reason causing monopoly. According to some relative researches from foreign countries (Seldom and colleagues, 1998), doctors also have monopoly power in certain extent so that they are superior when deciding the price.
