 1.Meaning, Essence and Application Scope of BOT
  1.1.Meaning
  BOT is the Build-Operate-Transfer model. Specifically, in BOT, a major investment project is transferred by a unit to private organizations, or BOT project companies composing of foreign businessmen, and franchise period and exclusive rights are authorized based on certain conditions, wherein franchise period is limited, and products or services are provided during the franchise period franchise period for making profits. When franchise period is expired, the ownership and operational rights of the project are transferred by BOT Project Company to the original unit without payment, and also the normal operation of the project should be maintained.
  1.2.Essence
  In essence, the application of the BOT model in public facilities is a market-oriented operation of public facilities, and also is a project financing operation model for non-financial capital to invest in the construction of public infrastructures.
  1.3.Application Scope
  The BOT model is applicable to the public projects, which are oriented at business operation and can acquire incomes through charge collects, such as the power plants, transportation, education, health infrastructure projects. Student apartments of higher learning schools, as infrastructure projects of education, are public projects which are oriented at business operation and can acquire incomes through charge collects, and the BOT model can be applicable to them.
  
  2.Overview of Student Apartment Building Project (2002) of College A
  2.1.Design scheme
  Five student apartment buildings, in which three are for male students and two are for female students, were designed. Each apartment building was designed with six floors; each floor was designed with 40 rooms, two public toilets, and two public washrooms; each room could accommodate four students (50 M2/person).
  2.2.Capacity
  The calculation formula is 6 floors×40 rooms×4 students=960 students/building. There are five student apartment buildings in total. Therefore, the total capacity of the project is 4800 students.
   2.3.Total area of student apartments
  According to the principle of 6.5m2 per student, each building was designed with an area (960 students×6.5 m2/ student =6240m2). Therefore, the total area of student apartments is 6240m2 × 5 buildings=31200m2. 2.4.Occupied land area of the project (70% are apartment buildings, 30% are green area)
  (1) Occupied land area of apartment buildings: 31200 m2/6 floors=5200 m2
  (2) Green area: 5200 m2/0.7×0.3=2229 m2
  (3) Total occupied land area: 5200+2229=7429 m2
  2.5. Internal facilities
  (1) Floors: 1 water heater/floor
  (2) Dormitory: Beds, cabinets, LAN, telephone, and wall fan
  (3) 1 monitoring device/building
  
  3.Idea for College A to Apply the BOT Model in the Construction of Student Apartments Project
  3.1.General Conception
  All procedures from planning to designing and operation were handled completely by College A; through competitive bidding, BOT-oriented cooperation unit was selected, and then construction was implemented by the cooperation unit according to the design requirements of College A, in which the quality of the project was under the supervision of College A. After the project was put into operation, the school was mainly involved in the day-to-day ideological education management of students within the contracted time limit, and the project construction management company was operated independently but could enjoy all or part of right to earnings. When the expiration of cooperation reached, the management and beneficiary rights of student apartments were returned by the project management company to the school without payment.
  3.2.Operating mechanism
  First, in investment way, social investment was attracted through bidding to solve insufficient funds problem of College A.
  Second, in management way, according to agreement, the right of operation and management was entrusted by investor to logistics group specified by college A within the operation period, and then was managed by Property Management Company (employed by logistics group through bid negotiation) per the requirements of college A. After expiration, the right was formally transferred to college A. college A was not involved in direct management, and only supervised it.
  Third, in financial management, all income and expenditure of student apartments were managed by College A Logistics Group's financial settlement center. Standards for income and expenditure were made by college A based on relevant regulations of the Ministry of Education and standards approved by provincial development & reform commission.
